Pharm.D is not offered at Government Medical College & Hospital, Cuddalore (formerly Rajah Muthiah Medical College) — it's a medical college, not a Pharm.D institute .

Yes, with 70% in 12th, you could get admission in D.Pharm at Ch. Ranbir Singh Government Polytechnic College.
You have to practice via HSTES counseling. Admission is based on your 12th marks.
The course has round 60 seats.
Total rate is about INR 6,000.

Biyani Institute of Pharmaceutical Sciences application process begins from April 1 and ends by August 31. Candidates can apply for the admission process through the offline or online mode. In addition to this, for final admission, candidates must appear for document verification and submit the required fees to confirm the seat in the selected course. After receiving the admission offer or allotment letter, candidates must complete document verification and pay the admission or seat confirmation fee within the given deadline. Submission of original certificates, identity proof, CUET Score and photographs is typically required.

Biyani Institute of Pharmaceutical Sciences offers DPharma as a 2 year programme with an annual intake of 60 students. The Institute offers respective course on the basis of merit and require candidates to secure a minimum aggregate in Class 12 with mandatory set of subjects. In addition to this, candidates must secure valid scores in RUHS CUET. It is not very hard to pursue DPharma at Biyani Institute of Pharmaceutical Sciences after meeting the eligibility criteria.
