Well, yes, students whose background is that of Chemistry could ordinarily apply to M.Sc Biochemistry courses in India. Lots of Universities and Colleges would accept B.Sc graduates in Chemistry, as well as in other life science-related fields such as Biochemistry, Biotechnology, Microbiology and others provided their aggregate marks are within a minimum level (usually 50-60%).
