The best is to do Ph.D from the same university as from which you have done PG. These days, all universities conduct a screening exam to select students who can register for Ph.D. Next step is to get a guide for your subject. The last step is to select research topic with the help from guide and get yourself registered.

Only low graded colleges accept MAT score. As MAT is the easiest exam compared to CAT, CMAT, SNAP etc. So scoring in MAT is too easy.
