No, you certainly can't report to the previously allotted college if you're allotted new one in the other TS PECET Counselling round. If the candidate secures a seat in phase-II, he / she will lose the claim on the earlier allotted college, and has to report to the new college on or before the specified date. Failing to report within the last date in the allotted college, the candidate will forfeit the claim on the new college as well as on the old college.

The qualifying percentage of marks for the TG PECET is 30% of the minimum marks for consideration for ranking. If you have lower than that then you're eligible to participate in TS PECET Counselling. Maybe ask if there is a management quota, universities accepting your score, or you can appear again for the next session.

If you've cleared the TS PECET but don't wish to participate in the counselling, you simply need to do nothing. By not registering, not filling choices, and not reporting for certificate verification or seat allotment, your seat in any round of counselling will be nullified, and you will not be considered for admission for that academic year.

The candidates claiming special category are required to book the slot for certificate verification to avoid gathering of many candidates at the same time. However, they have to upload scanned copies of all the relevant original certificates before coming for physical verification of special category certificates.

Yes, you will have to download both your fee-challan (if applicable for offline payments) and your allotment letter after receiving your TS PECET seat allotment, as these documents are necessary for completing the admission process at the allotted college.
