Hello Rohit,
Seats fall vacant for subsequent rounds of counselling, only when students are willing to give up seats obtained in previous rounds. I really doubt, if anyone with CS will like to give up. Hence, I am afraid your chances are minimal.

Yes. But, you need to clear the entrance. I think, lateral entry is also available for this!
