Yes, you can get admission in a polytechnic for doing Diploma after class 10th. But for getting admission in an engineering college, one needs to pass class 12th. Of course, one can take lateral admission in the 2nd year of engineering after completing Diploma too.

The opportunity for students in this campus is very vast. Techno India University is an average college which offers better education. The quality of education is good.
Some of the major recruiters are:
ADB, AMERICAN EXPRESS, TVS, WIPRO, CISCO, L&T, FLIPKART, AMAZON, SONY, L&G, DEOLITE, INFOSYS, KPMG, EMC2, UBER, BRITANNIA, BRIDGESTONE, MRF, THOMSON AND RETURE, etc.
The average package is 4.5 LPA. This year highest package went as high as 16 LPA by Microsoft, then 14 LPA by Accenture, also to few students 10-12 LPA, then at 9 LPA, 13 students were placed at Microsoft, Deloitte and few startup companies offered 6-7 LPA packages and then comes the major recruiter TCS, which offered an average of 3.6 LPA package to hundreds of students.
This campus has a good placement cell with international Tie-ups. So I suggest you to go with this campus.

The Placement Statistics of Techno India is quite good, if you are looking at the numbers, you might get a bad data. But if you go through the Department wise placements you can get the exact status.
although 80-90 % of eligible candidate from ECE, CSE, IT are placed,
While in other department like EE, EIE, FT the placement statistics is quite average (40-50%) significantly, low placement for Mechanical and then Civil.
To be frank, the placements stats of civil branch at techno India is very much pathetic, hardly any core civil company came there for placements,but if you are good at programming and have some knowledge of C / C+, then you may end up having a job in some service based IT companies.
So, if you are really passionate about civil engineering and looking forward for good placements then Techno India may not be good find for you.
