SGTB Khalsa College, New Delhi has been granted minority institution status. 50 % of the seats in all streams are reserved for Sikh candidates. SGTB Khalsa College, University of Delhi offers certificate courses in 7 foreign languages and diploma in 2 languages with certification from University of Delhi. The duration for all the certificate courses is one year. Students are trained to effectively write, speak and express in the respective language of their choice.
The eligibility criteria of certificate course is 10+2 in any stream (50% and above). Cut offs decided as per
merit list amongst applicants.
There are total 40 seats for each language certificate course and fee is about Rs 15000 per semester.

As your question is concerned about a course, I'll tell you that both do have the same curriculum followed up by CBCS under DU guidelines. Moreover, if you want a political exposure then obviously north campus colleges are preferable. If you would like to study both do have their equal importance because faculty members will be fine in both the places. Look for the college where you can easily travel to. Other thing is that if you're really interested in studies, there are a wide range of research options and industrial positions you can get after doing M.Sc in a specific field and you can get to know about lot of them if you will start exploring about them right now and look for the ways you can get in.

After having taken admission at PGDAV in one of the lists and then withdrawing it later on, and currently being enrolled at Ramanujan, I can assure you of few things:
1. Ramanujan College has a much better environment and Campus, including the building, canteen, etc.
2. PGDAV classrooms are much below average in terms of hygiene and maintenance.
3. Location wise, both the colleges are located at well connected, posh areas of South Delhi.

The placement of the college was good. For the senior's batch, 2017 - 18 above 50 percent of the students were placed in the companies. The highest salary offered was 5 LPA, and the lowest salary offered was 2 LPA. The companies that visited the campus for the placements are HDFC bank, DENA bank, Axis bank, L&T Company, the Tea Company, and offered roles like finance, HR and marketing to the student.
Infrastructure: The college has no Wi-Fi availability, but the computer lab and library is good. Regarding medical facilities, I don't know whether the college has or not for the students and they are not organising sports and games. The computer lab is very good, but the classroom is very small in the college and the canteen also not good its looks dirty sometimes.
Faculty: The teachers of the college are helpful to the students. They help the students any time they need and are very supportable. The faculty is kept as mentors for few student because they guide the best suggestion in future. The teaching methods of some faculty were good mostly in account related to the subject, and some are not.
Other: The scholarship is available for the students in the college.
