Yes, you can apply for lateral entry for B Tech. If your score is good in diploma last year, then you can get lateral entry in top institutes. I hope this will help you.

First of all, try to take admission through counselling process, if you are getting any. But, if you aren't getting any college through counselling, then go through management quota and it is for sure will be costly in comparison to counsellin

You need to have a PG course like M.Tech for Ass. Proff. in a Engg. college. After that check for the updates in the college websites in Career section and apply in some colleges. When there is a vacancy they will call you for Interview.
