If the practical is done in the industry (hotel), then you are paid, but if in the institution that will depend on the institution and your course to pay to up or not.

Yes, of course, you are eligible to apply for Diploma in HM, the only requirement is to clear class 12th.
7 years ago I have 30% in 10th and 69% in 12th class. Can I get admission at IIHM colleges through NCHMCT?

I think 30% marks is considered as fail, because 33% marks is minimum.
