As per my experience, I've seen the CSE department of JGEC is very strong. They take classes regularly and the teachers are good enough. In fact, I've seen them helping students a lot with their academics as well as career.

I've heard little of CSE department of KGEC.
If you consider the distance of college from Kolkata (main city), then choose KGEC over JGEC.
But if you solely want the best in CSE, then I think you should choose JGEC.

I was going through the same question after getting my WBJEE '16 result and at last, I think I have taken the perfect decision. There are few parameters by which you can compare between KGEC and JGEC:
1. Opening & Closing rank
If you go through some research in the web you will see that KGEC has lower or crores (up to 4k) comparable to JGEC (crores was more than 5k) in the past years. KGEC comes just after JU under WBJEE.
2. Streams
JGEC has a extra stream I. e CIVIL, which KGEC does't. So if u want to study CIVIL only then JGEC is your only choice but if you are looking for others you have both the colleges.
3. Placement
Both of the colleges have more or less the same placement stats. They don't have placement you dream of unlike JU and BESU. Most of the recruiting companies are IT companies. There are few companies for the core departments.
4. Board
KGEC is under the board of WBUT which is presently known as MAKAUT where JGEC in the other hand is AUTONOMOUS.
