MS Ramaiah Institute of Technology and BMS College of Engineering are the best private colleges in India. They both are known for their faculties, infrastructure and campus so there is no comparison between the colleges based on faculties, infrastructure and campus.
Now let's talk about the courses that these colleges are providing that is BE in telecommunication engineering of MSRIT and BE in CSE from BMSCE.
Telecommunications engineering, or telecoms engineering, is an engineering discipline centered on electrical and computer engineering which seeks to support and enhance telecommunication systems. The work ranges from basic circuit design to strategic mass developments.
Computer Science and Engineering (CSE) is an academic program at some universities that combines aspects of both computer science and computer engineering programs. Computer science programs typically centers primarily on theory and software, with only some hardware, upper division courses tend to allow a lot of freedom to specialize in software and theory related areas.
Now let's talk about the placements offered by these courses in the universities:
Telecommunication engineering from MSRIT bags the average package of around 3 to 4 lacs.
Computer science engineering from BMSCE bags the average package of around 5 to 6 lacs.
Last, I would like to suggest you that first make up your mind that which branch you want to take or which branch would be best for you and then decide upon the colleges.

So as per the referred people computers is one among the better choices made and for that college even plays a major role. MSRIT, BMS and PESIT all of them are among the top colleges in this Silicon city of Bangalore. So, as I am pursuing my studies in MSRIT. I know the quality and qualification of faculty, which is pretty good and infrastructure of the Ramaiah building is even good. The location is placed in the center, where you can have access to any stuff you want.
Hope my suggestion helped you in making your decision.
All the best!!

I have got CS in MSR. Should I lock the choice or wait for a possible upgrade to RV, BMS or PESIT?

Just lock the choice and go for CSE in MS Ramaiah. It is one of the best colleges of Bangalore, last year it even outperformance RVCE in terms of placements.
