Yes, you may get admission in any NIT after qualifying the entrance (nowadays JEE). The minimum qualification for JEE is either 12th or Diploma engineering (maybe 75% marks is the minimum requirement).

If you are interested in chemical, go for SVNIT. It is better than PDPU.
