Hello,yes you are definitely eligible for the graduate marine engineer course.
You will also have to pass through the medical and psychometric test.

Sorry, to say this, you are not eligible for that, because it's base cutoff is 75%
6 years ago I got 8.6 CGPA in 10th, 55% in PCM 12th and 70% in B.Tech mechanical engineering. Am I eligible for this course?
