Official sites like NTA and MCC don't predict admission chances in advance. They only show actual seat allotment results after each counselling round.

Based on MCC cutoff trends, a rank of 40,000 (general category) usually doesn't get a government MBBS seat, since the last general seat closed around AIR 26,000.
SC/ST/OBC candidates have slightly better chances due to relaxed cutoffs.
At this rank, better options are private/deemed MBBS colleges (via management or NRI quota), or BDS/AYUSH courses.

To know for sure, visit official website.

Not always. Most BPT colleges in Delhi NCR admit students based on their Class 12 marks or their own entrance test. Only a few government colleges, like UCMS and VMMC, ask for a valid NEET score. So if you haven't cleared NEET, you still have plenty of private college options in the region. Just make sure to check each college's specific admission process before applying, since rules can vary a lot.
