Well, first to apply, you must hold a 4 year Bachelor's degree with very good academic grades. GRE is not always mandatory and you must take the GRE, only if the university asks for it. Check the university’s websites for the admission requirements including GRE. To obtain a scholarship, since they are competitive and merit based you must have a very strong academic profile including research work, projects etc. Full scholarship is a very difficult thing to achieve and particularly or international students.
