Though, you may still be able to do lab work only during your final year distance M.Sc. However a masters by distance Science subject is not at all pleasing in the eyes of PhD admission committed. If the PhD topic is completely new, then you have to really sit for a Master's degree.

As Physics and environmental studies are kind of different subjects:-
I think it is not possible ( Try asking your professors they might help )
1) M.Sc. Or M.Phil in environmental Science and other related fields. Those with M.Phil qualifications need not attend the entrance test but other postgraduates have to appear for both entrance as well as interview. It takes a minimum of 3-5 years to complete the programme.
2) candidates should have passed M.Phil. Degree and a Post-Graduate degree in a relevant discipline with a minimum of 55% marks or an equivalent grade from a University or a recognized institution of higher training.

Yes, you are eligible because as per the eligibility criteria, one should have a Master's degree in relevant stream with a minimum of 55-60% ( percentage bar could vary from university to university).
And you have to take a test and face an interview in respect to the university admission process.
You need to take the same for the particular University in which you want to apply.
