Yes, you can pursue. If your interest is in chemistry, it is really good, then the best thing would be to appear GATE or NET, clear the exam and go for research. Else, IISC conducts a written test for admission into the integrated Ph.D (Masters+Ph.D). You can get into other institutions also. There is a very good scope of pursuing chemistry after B.Tech.

It is difficult to answer since this depends on the university. There are so many in Australia. Your backlog is too much, I doubt if a top university like the University of Melbourne will happily accept. Keeping aside the backlogs, see that you meet the admission requirements, have the minimum academic percentage, required IELTS and so on. Apply accordingly.
