But, in general teaching pattern and some such related issues are much superior in European countries. So, if you are getting some offers in E&C in Germany, go ahead.

You have to appear for GRE and TOEFL to get into any foreign university not only stanford. You should spend your entire four years working in different projects related to your field. Collect as much as potential certificates. Three references of your professors. A good character in all.
