Hi Dristi, you may not require a WES evaluation, there are universities in US which may accept your degree. If they ask for a WES evaluation then you have to. The answer to your question why is it required is because its a requirement to study in US, their Bachelor's degree courses are of 4 years and hence if you have a 3 year degree course they have to check if your degree is equivalent to their course and if you are fit to study. First confirm with the university you are applying and check if a WES evaluation is required.
