Hi,
It will depend on the university. Any top university will not accept backlogs and they require more than 75 percentile. You can check colleges under SPP, they usually consider up to 5 or 8 backlogs.

Your CGPA can be anything above 7.0. Getting into a university is not just based on CGPA but other factors like the activities you participate in and even your GRE score.

You should write TOEFL and GRE to study abroad. You must go for the selection of the university/college, where it's offered well (your particular stream). Some colleges don't ask for your GRE score. So, you can only clear TOEFL with a score which university asks for.

Up to you. Depends on why you need a Ph.D. It is an investment in time, effort, money and resources. You have to weigh the benefits of getting a Ph.D. with that of your needs. Then you can go for it. As I can see your discipline so much specialised, a Ph.D. under normal circumstances will be very valuable. On the other hand if you are a specialist in this area and earning a fabulous money then you have to see what a Ph.D. will do for you. Thank you for the queries.

Hi Dristi, you may not require a WES evaluation, there are universities in US which may accept your degree. If they ask for a WES evaluation then you have to. The answer to your question why is it required is because its a requirement to study in US, their Bachelor's degree courses are of 4 years and hence if you have a 3 year degree course they have to check if your degree is equivalent to their course and if you are fit to study. First confirm with the university you are applying and check if a WES evaluation is required.
