To start in Fall 2018, you must apply by the end of 2017. In USA, generally, the application portals will open from Aug or Sept of this year onwards. The deadlines are mentioned accordingly. Try to submit by the international deadlines and apply early for better admissions and scholarship prospects. Recommended GPA is 3 out of 5. The higher your grades the better the chances of admissions. Admitted students have percentile score of around 85 and above.

Do you have work experience? If you do you should consider doing MBA. MS programs are for freshers. No option is easy. You must work hard in either option you choose. Remember you are talking about universities in US, if you are not ready to work hard you should probably pursue your higher education in your home country itself.

Universities like RISD, Art Centre College of Design, Pratt Institute and Parsons are the best colleges for industrial and product designing in states. There is IISc - Bangalore in India, which also provides MS in industrial design.

I am not quite sure, but I think most graduate programs in Germany are offered in English. And, if the medium is English, you need not require test for German.

Yes, for Future. Especially if you are interested in doing research jobs or going aboard for higher studies. But if you want to look for immediate rewards, like programming jobs after graduations with fat salary, then you may feel that you have wasted your precious time in doing research which is not useful for programming jobs immediately. But if you look forward beyond 5 years from now than the skills you develop in the past years will be more useful in long run as programming skills may get outdated.
