You have two best option, but Australia and New Zealand, both are very expensive country. But, it is worth for you. For low tuition fees, you can choose Poland as they accept low CGPA as well as low cost of study and living, but job prospect is not good. You have to search jobs in Germany after completing your MS from Poland.

Chances are good, you have good grades. Since MS programs are extremely competitive work on your application material. Your project work, Statement of Purpose and recommendation letters must be good enough. Very importantly, you must show research interests.

Usually banks provide loan up to 7.5 lakhs with collateral. But, there are few banks like HDFC Credila and Avanse which provides more loan without collateral.

CS in either college would be fine. And placements depend a lot on your CGPA and CV. They both get almost the same companies for placements. One difference would be that BMS is introducing mini projects each year starting from second year, so that would probably help. But , really either college CS is good.

Yes, you can, but after completion your MS, first you come back to India, then you are eligible for US working visa. But, it is not an easy process and rejection chances are high, so after your MS, try for some jobs in France.
