According to me, taking IELTS exam and scoring well in it can get you a good scholarship. Achieving more than 85% in IELTS and TOEFL gives you a good scholarship, however, you also need to have a good academic score too, generally more than 75%. The amount or percentage of scholarship depends upon the university. Some universities may provide up to 80% of scholarship and also a job in the university itself like a research fellow or a lab assistant, etc.
Recently, my friend got the admission in Texas University and he got 80% of scholarship, he secured 89% in IELTS and 82% in his academics.

USA is best location for Engineering and Management education. USA is hub of Technology invention and innovation, therefore, MS in USA will add lot of value to your technical career. If I have a choice I will always recommend MS over MBA in USA. You may evaluate doing MBA in USA after few years of experience.

MS Ramaiah Institute of Management and RIMS are entirely different.

Hi,
In terms of salary, MBA will help you more than MS, but again if you go with your interest and dedication, it will definitely lead you up with more added income. In terms of your fees invested, MS is much cheaper than MBA and also b-schools have their own fee structure.

The difference of taking any degree in India and abroad is the value of education in terms of its application. Just to highlight it how, 400 P.hd holders in India are applying for the job of a peon. 70% of engineers today are unemployable.
While IITs and IIMs prepare you well but these are handfuls. On the other hand a degree like M.tech from abroad if chosen wisely will change the whole outlook and approach towards learning because you research, work hard on originality of your assignment, take internships and network directly with the industrialists to present your ideas. So you definitely prepare for life.

Technical University of Munich, Technical University of Berlin, RWTH Aachen University and Esslingen University of Applied Sciences are well known for its automotive engineering programs though all universities in Germany are world class and competitive. Standardized exams are not required as such, but you can consider taking the GATE or GRE if your academics are not too high. IELTS or TOEFL must be taken, check if the programs are taught in German, if yes you must have German language knowledge. Most of the programs are taught in English nowadays.

Your CGPA is a little low so you should appear for GRE as well as IELTS and score well in both. GRE and IELTS both are different exams so you must do well in both the exam. All the best.
