Germany is the pleasant home for the mechanical engineers, but whatever you do you must have a depth in German language, which increase you job prospect.
The best universities are:
1. TU9 (Munich, Berlin, Beidelberg).
2. Aachen.
3. Cotbus.
4. Cologne and many more but competitions are tough these days.
So, you have to compete with yours marks, IELTS/TOEFL score and also at least German language proficiency of A1. But, your CGPA is too low for German standard, so you can follow some paid courses or you can try German taught courses.

It's Ivy League. With a poor engineering score, you better be extremely good at something. It may be sports, research, music, arts, social service etc. Ivy Leagues give great importance to academics. So getting accepted in to these colleges with a low academic score is a rare thing.

USA , Japan and Germany are supposedly the more popular countries for this stream. UK is also a popular destination but has strict work permit schemes as of now.

Nobody can guarantee you a job. If you complete your MS in a STEM related subject in US, you can obtain the 24 months OPT during which you can work in an area related to your field. If you will get a job will depend on your own skills and qualification. You must network excessively and improve your leadership/communication skills. No university will guarantee you a job, remember.

You are not eligible for MS is CS in USA or Australian Universities after BBA degree as you do not meet the eligibility criteria to do MS CS. You must be B.Tech CS or IT or equivalent degree holder to do MS CS.

Hello, well I don't see any reason why you can't. Just check the university websites and their requirements, top universities require a GRE score sometimes and also have certain academic requirements too.You must also take a TOEFL or IELTS score.
