The job opportunities in this field is not bad. The growth is not too high and you must be extremely good and talented. Most jobs are research oriented after a MS, you can add a Ph.D too. You can keep checking online news and market trends to keep yourself aware. You must get a license by a provincial or territorial association of professional engineers to professionally work in this field.

No university can guarantee a job in USA or any other country. The courses you take will train you well, and then it's your own skills and networking that helps you to get placed. Even, Indian companies based out of USA are struggling.

Your choice absolutely. Figure out your favorite subjects and interests. Universities will want to know about your passion and interests so ask this to yourself. Remember no course will guarantee a job unless you are good at it.

There is no good or bad university in Germany. German universities are extremely selective and reputed such as Freie University of Berlin, RWTH Aachen, TU Berlin and TU Munich. Except the private universities, education in Germany is almost free. Universities normally charge a minimal semester fee. Since eligibility criteria are different for different universities you should visit university’s websites or DAAD website for details.

USA, Canada, New Zealand, Australia, UAE, and Brazil are the best countries to pursue MS in civil engineering. In order to get the quality education and better job prospects opt for one of the first four countries that I mentioned.

3.0 out 5 is the average, chances could be there but not in the TU9 universities. If they are impressed with your research profile which may include research-oriented work, publications, etc., they may consider.

MS in Germany will give you an International university exposure which will help you to build international career. I am of the opinion that if you are targeting international career, you may prefer MS in Germany over MTech at IIT.
