It all depends on, what do you want to do. If you want to continue to remain on the technical side of your degree stay with the MS program. On the other hand if you intend to move on to managerial side you should go for an MBA. Follow your interest as both are good if you do well.

You can take a look at the admission cycle of the country which you plan to apply, and then start taking their admission requirements as well. Tuition fee in Germany is very less. German Universities allows 20 hours of work per week to MS students. You will be able to subsidise your leaving expenses by working. Budget of Rs 10 lakh for 2 years is sufficient to do MS provided you are ready to work while studying. This is based on my personal experience of sponsoring my son's MS in Germany.
