After BE Instrument & Control engineering, you can do following specializations at M Tech: Industrial Automation Instrumentation Engineering, Astronomical Instrumentation, Instrumentation and Control Systems, Industrial Automation, Process Control and Instrumentation. You can also do MTech in Embedded Systems, Robotics, Electronics etc which are offered by Electrical or Electronics departments.

No USA University offers assured job after MS degree. In fact majority of the universities do not have even any campus placement support system like it is available in Indian Universities or engineering colleges. California state has good job opportunities for fresh MS graduates. In USA, jobs are based on your qualifications and merit only.

University of Stuttgart, TU Darmstadt, Munich University of Applied Science, FH Aachen, TU Braunswick and Bremen University of Applied Science are some of the best. You may refer to QS World Rankings for more options. Scholarships are quite competitive in Germany though all universities have financial aid. You must have excellent grades to be considered for scholarships.

Since every individual have different requirements and planning, the answer to your question will also differ. There is no specific course which could be tagged as the best. It is up to you, what you want to be or do. You may go for a Masters in mechanical engineering or a specialized Masters in an area of your choice, examples may be material science, manufacturing, transportation design , automotive and automobiles, management engineering and so many.

Mechanical engineers can do following specialisation in M.Tech: Production engineering, Industrial engineering, Thermal Engineering, Refrigeration and Air Conditioning, Engineering Design, Computer Aided Design, Energy Engineering, Manufacturing Engineering, Manufacturing Systems Management and Mechatronics.
Mechanical Engineers are eligible to apply for M.Tech Aerospace Engineering in specialisations such as Thermal and Propulsion, Aerodynamics and Flight Mechanics, Structures and Design, Astronomy and Astrophysics, etc.

Germany is very much known for its technological advancements, especially Automobile and mechanical. Few good universities that you can look for are
Hochschule Albstadt-Sigmaringen,
RWTH Aachen University,
Esslingen University of Applied Sciences,
University of Applied Sciences Ingolstadt /
University of Applied Sciences Landshut,
etc.
Most of the universities have English as the medium of teaching.

It depends on your field of interest if you have a keen interest in business/finance/economy than MBA is a good option. If you want to continue in the technical field than M.Tech is a good option. If you want to work for MNCs than MS is better. M.Tech and MBA have few premiere institutes which will offer best courses and placements. MS, on the other hand, will be different in courses/curriculum but it's easy and its cost is at par with that of a top B-School.

Check which university you want to study in. The admission requirements vary accordingly. Malaysia is not very popular for software engineering programs but there are many foreign university campuses.

AN MS in supply chain management is likely to be more technical and focused on supply chain itself. An MBA is more about general management. So MS is better than MBA in this case.

You wish to study MS in automobile. But please note that your study of MS will have it's foundation laid in Bachelor degree of engineering. As per the details you have provided, it seems that you are unable to grasp knowledge. In such a case, your dream doesn't seem too favourable. If you're really interested to pursue your dream, you need to work really hard. Discuss your drawbacks, your weaknesses with your college faculty, get a mentor. Score good and surely you can achieve your dream.
