Nothing will happen with that certificate. If you want to become an IAS, you should appear for civil services exam which UPSC conducts every year (IAS is all about administration, how can you think that c+ certificate will be useful for it.).
The top 2 lakh candidates who take the JEE mains exam qualifies for JEE advanced. The cutoff is set such that there are 2 lakh people who scored above the cutoff. This year its 100 for general category. So all those having above 100 marks will be eligible to take JEE advanced.

Congratulations for your feat in 10th. I would suggest two things.
1. If you hv any clear plans about the stream you are going to take, go through the books of grade 11 to see how much they interest you.
2. If nothing has been decided, go for an aptitude test to see and know you better. This also helps in charting your career path.
The careers in science, commerce or humanities are plenty ( around 12000 ) which ofcourse would be difficult to share here. So if PCM interests you go ahead with it.

Well, from both the courses, you may easily land up in the field of photography. However, I'd recommend you to go for a course in media and mass communication because it not only covers photography as a subject from the 3rd semester but also expands your bandwidth of understanding of other fields as well. You may in fact fetch a lot of opportunities from the course in mass communication and media more than visual communication.

According to me, you should opt for the improvement. I understand it will put another year of your career at stake, but it will be good for you. Though you might get admission in an engineering college and will surely score good marks, but it will create a big trouble at the time of placements.
Most of the companies demand a minimum of 65 percent in class 12th. If you take admission with your current percentage, you won't be eligible for quite a number of job interviews. Therefore, you should opt for the improvement exam.

It depends on you, but I will suggest you should opt for mechanical engineering because it is an evergreen field. Aeronautical also has a good scope, but it doesn't have much demand as compared to mechanical engineering. Mechanical engineering has more scope for future.
