For sc/professional courses,regular way is preferable.
If presently you are in a job, do by distance and taking tution.
If you can then do regular course. For some govt.jobs they ask for full time degree.

Eligibility for Admission: The candidate must have passed 10+2, A Level, IB, American 12th Grade or equivalent with Physics, Chemistry, English and Biology with a minimum of 50% marks taken together in Physics, Chemistry and Biology.

If you are looking for less fee then look for colleges. PG Diploma will have less fee.
Universities will be more costly. All degrees are of two years.
Only if you study 2-year program, you are allowed to stay back for three years.
If you do PGDM (Post Graduate Diploma) of 1-year then you will be allowed to stay back for 8 months.
