Both IT and CSE are good. Its up to you to decide which subject you want to pursue, based on your interests.
IT is more of a Professional track course. You are taught about systems and their functioning on a need to know basis. You are taught regarding the basic applications of a technology. To get admission in an engineering college, you need to apply and appear for entrance test of your state and get good marks. At national level, you have to appear for JEE Mains and obtain good marks to get CSE.

Both are the same things. An IT branch student is also called software engineer, but the full branch name is computer science and engineering. So some people call computer engineering and some call it computer science. Mainly people use computer science.

There is no difference between BE or B Tech in CSE. Its only different nomenclature for CSE branch of enegineering. Some universities award BE and some B Tech. Course content and market acceptability is same for both the degrees.

Yes, you can easily get into a private engineering college by either clearing a particular state JEE where 12th percentage criterion is 40% or 50%, or simply by management quota if you have money.
Extra information to keep in mind before joining :
