Yes, admission is done on the basis of entrance test conducted by the various colleges and universities. The course fees ranges between INR 30,000 - 60,000 for the total duration. Thanks.

In first year, all subject are same for all branches. Yes, you can change it to CSE, but sometimes seats are limited, then you need to confirm it by the administrator.

I like to share what ever I know.,

Both the streams are good as it mainly depends on your interest. For example, in CSE full programming so if you like programming, you can but the students will be in huge majority. And about ECE, there will be many ways to work after completion of your engineering and that too fee structure for ECE will be less while comparing with CSE.

Since you haven't scored well in JEE mains so you will not get admission in top Government institutes but don't worry there are some private institutions that are doing equally good as them,you may get admission in them by scoring a good rank in their entrance examination and thereafter getting high scholarship.some of these universities are:
1.BITS
2.Lovely Professional University
3.Symbiosis
Along with good education,these also provides good platform to boost their skills .These universities provides assured placements along with high standards of education.
