Hello aspirant, in order to get admission in management quota, you need to go to the college and have a word with the college authority. Management quota seats fees are larger then the candidate who get admission through counselling. And management quota information and fees details are not available on websites. So better have a word with the college team.

The definition of best varies from person to person and is influenced by personal inclinations and ones strength for e.g. some people might to go with regular stream like CS, mechanical, Electronics and some might go with not so common branches like Robotics, petroleum, mining.
Opt for the engineering branch that you love the most and are most passionate about and analyze the future work conditions, scope and growth prospects before taking admission

I believe that if you have got the interest in Computers, you should surely opt for Computer Science course. Though a couple of top MNCs demand a minimum of 65 percent throughout, others allow to appear for placements at 60 percent.
Further, if your grades in the course is good enough, the placements cell of the college can also negotiate with those companies who demand 65 percent and can let you appear for those placements.

All three branches are similar with minor difference on emphasis on subjects. Computer Science has more emphasis on software fundamental subjects and will prepare you to have sound theoritical background on CS. Computer engineering has hardware courses component in addition to software courses. IT has more emphasis on computer application. CS & CE has more market and acceptance in comparison to IT in Indian IT market.

Computer Engineering requires a strong hold on 2 subjects - Computers and Mathematics. From the details you've provided, I see that you're good in Mathematics, but can improve. Therefore, you can opt for Computer Engineering.
But your overall percentage being low, you might face trouble during placements, as most companies demand atleast 65 percent throughout your 10th, 12th and engineering. If you belong to BC category, are female, and got 740 rank in JEE Main then you can get admission in Computer Science and engineering because some seats are reserved for BC category for their best future.

CU is best in Punjab for CSE I think (considering that it gives admission without any written test) and also focuses on the education of CSE students the most. They have all the infrastructure, trainers and teachers that they need.
Placement rate of CSE might be 95% to 100% in fact. It's surely not below 90% in any case.
