You are not eligible for BT.ech/ B.Sc CSE or IT because of your non-Science background. Only option left with you is BCA. If you did not have maths in class XII board, you are not eligible for most of the BCA colleges. You can still do BCA from IGNOU where you will have to take additional maths paper along with regular BCA courses.

ECE is a hardcore engineering branch will open door for you in Electronics, Telecom and IT companies. With CSE you have only career options in IT industry. BTech CSE graduates also compete with BCA, MCA, MSc, CS and B.Tech IT graduates for jobs in IT industry. Job competition is higher for CSE graduates & also their supply is very high vis a viz demand. Indian IT industry has started showing early sign of decline because of outcry against outsourcing in Western countries. If given a choice I will prefer ECE over CSE.

You can do CSE in private colleges via management quota, but that's not going to be fruitful.
Both are equal. Nowadays IT sectors are recruiting more and more employees. Go for CSE if have logical abilities for programming languages. CSE is a bit harder than IT but as I said they are considered to be equal, packages are approximately same.

Yes, why don’t you go for CCNA course from some good Institute? Well networking is quite a vast field. Many MNCs hire networking people for network support engineer and network engineer.
Computer Science is a good option if you look at placements CSE has higher number than rest. Students gets chance to work with some good MNCs in a great work culture.

Different branches of engineering are popular at different places and the popularity depends upon the day to day requirement of that place.

Its simply to say. Here is a basic concept:
CSE= Find the way to make a computer.
IT= Find the way to use the computer.
You are not eligible to do B.Tech CSE unless you have maths as additional subject with BIPC. You may have to appear in Math as additional subject to become eligible for seek admission in B.Tech CSE.
It's nothing like what you asked. Actually there are two things, one is B.tech in computer science engineering and other one is B.Sc in computer science. So, like this, yes they are different. B.tech in computer science engineering means getting an engineering degree in Computer science as offered by most of the engineering colleges in INDIA. While B.Sc in computer science means going for higher studies in the field of Computer science as offered by few universities like Delhi University.
Of course not brother. These two fields are very different. But some CSE based companies hire people from ECE because students of ECE can take some CSE based subjects during four year engineering programme. But, it is not necessary that CSE company will hire ECE students. You have to show your skills in computers by performing some coding based problem solutions. Also, sometimes ECE and other branch students are hired as data analyst by big companies. So, it depends on companies what candidate profile are they looking for.
