While CSE, equally covers both hardware and software aspects. IT and software engineering has a lesser focus on the hardware aspect. However, this difference hardly matters as universities frequently keep updating the syllabus for each branch.
Unless and until, you get a job in a hardware manufacturing company like Intel, Logitech, etc., this little difference in the syllabus hardly matters. Most of the jobs offered is in the software domain.

As far as my knowledge for getting a course like CSE you need to have rank below 10,000 in JEE Mains for a government college. So I am sorry you might not get CSE. Both the fields are good. But, I would suggest you reconsidering about aeronautical engineering as India don’t provide much career opportunities in aeronautics. Bangalore is famous for its aviation industry, yet I personally suggest you to complete Bachelors in core branch like for computer or mechanical and then later on you can specialise in aeronautics, aerodynamics or computer science, cyber security, etc. Just try to keep as much as possible options open for you.
