Hello Sangeet,
Opting B.Com after 12th PCM but the only problem you will face will be the basics; basic of accounting, basic of economics; basics of business studies etc. 12th is a stepping stone towards your career and the best combination for the graduation and 12th is with the same subjects that you opted for in 12th. However, you can go for B.Com as well but it will require a bit extra of your efforts. You will have to learn the things that a commerce background would already know. I am not demotivating you but making you aware of the facts.

It depends on the rules and regulations of the university you are enrolled in. Generally, universities allow students to clear their backlog exams in the following year's examination cycle. However, you should check with your university's rules and regulations to confirm whether you can complete the exam in one year or not. Some universities may also offer supplementary exams or revaluation options, so you should explore those options as well.
