Any course cannot guarantee a good salary. The salary a company provides, depends on the skill set you have and your experience. At the moment, you need to focus on your knowledge of the subjects and ensure you maintain a percentage of over 70 percent.

Your budget is too low for foreign studies. Check if you can get education loan or study in India. You can check Singapore, Malaysia, China and Hong Kong, Germany, Poland, etc.
CSE is preferred more than IT be it in admissions or placements. There is not much difference between the two.
