Perfect Answer does not Exist! You cannot get into CSE, mechanical, and the most number of seats are for ECE. Other departments seats would be present in category 3 or 4. Some departments like civil and chemical engineering will be available and nowadays category 5 is not available.

You can do so if you have above 65% in you 12th with science and mathematics, helps if you had a computer science subject but not compulsory and an IELTS score of overall 6.5 with no band less than 6.
The fee structure is semester wise, however you will need to show one year’s fees and 2 years living costs which will be roughly around 65,000/- to 70,000/- AUD in your or your parents bank accounts for 6 months balance before applying for the visa. The fee on an average will be 25 to 35 thousand AUD per year depending on the university.

You are from the computer field and don't get confused between computer science and IT. According to the norms of NTA, UGC NET aspirant have to choose the subject which is related to their post-graduation. As you have mentioned in the above query, you have completed your M.Tech from IT. You have to opt for UGC NET Computer Science & Applications. UGC is held twice in a year June and December. For this year 2019, June exam forms are out till 30th March 2019. Fill the forms before the due date.

You have to contact the universities and ask them, every university has different criteria, some will allow you to apply during your final sem and majority won't. And if you want late admission its going to be more complicated since credit point requirement will come into picture.
To get admission in IET, your rank matters not marks because the level of the paper may vary with respect to previous years' papers but you should try to score atleast 450 marks (under 3000 rank) to deserve some core branches. One more thing that during counselling you should have patience because in last round of counselling you can get a drastically favourable change in your gained choice, however, your rank is more than 5000 many people don't know this thing so that a few get this opportunity. But now you should first revise your syllabus thoroughly and go for mock tests it will really help you to score well.
