MIT Pune is undoubtedly better among the choice you have provided, followed by Satyabhama University, Chennai and lastly, Galgotia University. The choice I provided is completely based on the number of students getting placed, the number of core companies visiting the campus and the quality of education.

CAD only will not be justified until you complete any Bachelors or Masters degree in relevant field. On the basis of CAD, it will be tough to get a government job. There are jobs available as draftsman but not all the organizations appoint draftsman. Many students related to the engineering branches begin their career as draftsman/furniture designer / interior designer may also begin their career as fashion designer with architectures. So, you may get job as draftsman in government sector such as ONGC and BSNL. I would personally recommend you to go for a regular degree course (Bachelors/Masters) along with CAD to get better government jobs.
