Hello,
To be very frank with you, I should tell you that AUTOCAD is not of much use unless you rigidly decided to go in designing field. If you are planning to go for government exams, AutoCAD will never come in use, not in preparation as well in interview. Even if you want to join good private firms like DLF, Ambience group, it hardly matters weather you know AutoCAD or not. You must know basics of civil engineering like principal stress, parallel axis theorem, MOI, DCS, and other laws governing civil engineering in order to get settled in civil engineering.

If you were unable to cross the cutoff of premier colleges in B.Tech CSE (AI), try private institutions like Chandigarh University, Jain University, or KIIT, which have good programs at reasonable prices with scholarships. State-run universities or government-aided colleges in your area may also have lower fees and cutoffs. Prioritize colleges with better teaching, lab facilities, and placement assistance, even if they are not top-ranked. Always check for AICTE approval.

Yes you will get a regular college. But the main problem is of lectures the time table of every college is different. And in each semester time table is been changed. So, you can't pay attention in any of the courses. So I suggest you to go with SOL (DU). Or its your choice to what to do.
Both. If you have completed a formal degree in CAD, then you can pursue a higher study. If you have pursued a certificate course in CAD then it would be better to get a job.
