No, it is not necessary but their are some exceptions like DU as without maths it is difficult to take admission in B.Com (Hons.) but you may get admission into B.Com programme or in simple B.Com course and this is reversed for BHU as you want to take admission in B.Com (Hons.) then you need to clear the entrance exam irrespective of the of having maths or not.
