It depends which university you are talking about. If it is Delhi University, your percentage will be counted, that too, the first cut-off list is always above 90%. If it is the University of Mumbai, 80 percent would be the minimum cut off. In case of private universities, most of them conduct entrance exam and the admission will be based on the rank.

With a 12th qualification, only you won't get any job. So, understand that you must have basic qualifications, do a Bachelor's degree in a relevant field, if you have a good profile you can try applying to foreign universities. You can check in Canada, Australia, New Zealand etc. Since these countries have work permits for international students, you can work for some months or years after completing studies. And decide what kind of job you want to do and study accordingly.

Degree in Professional students must have successfully passed 12th Standard/HSC/10+2 (or equivalent Level of Examination) from any recognized Board. Numerous universities prefer candidates with 50% marks for the admission process. * The very basic eligibility criteria is that you should have completed class 10+2 or equivalent exam.
