This will depend on the career that you want to have. If you wish to continue in IT or networking field, you can do a Diploma or B.Sc. Additional certifications like CCNA, MCSE, etc., also come handy. If you want to make a career in management line you may study BBS, BMS, etc. You have to know what you want and aspire to be and gradually decide what to study.

In order to do BCA, you must have to pass your class 12th with science stream having Physics and Maths as compulsory subjects. So, commerce students are not eligible.

Course wise difference is already known to all.
Basically, a chartered accountant is someone who has expertise in Taxation, accounts and auditing. On the other hand, a company secretary is one having expertise in all the laws, rules and regulations.
Both have different work fields and opportunities.
We can conclude by saying that
CA is for the masses.
CS is for the classes.
As anybody and everybody can approach a chartered accountant for basic accounting or Taxation work but same is not the case with company secretary.
As you are a B.Sc graduate you are eligible to apply for an intermediate course
or executive examinations. You are exempted from foundation course.
As per the rule of The Institute of Company Secretaries of India if you are directly applying for intermediate course/executive examination you will have to complete core subject of foundation course through coaching or postal
course.

For commerce courses, you can prefer any of the colleges under both the universities, whether Delhi University or IP University. But if you want to specifically go for commerce courses, you can go for Delhi University, as Delhi University basically provides commerce courses and IP university provides professional courses. That completely depends on your interest. If you love theory like history and geography, then go for arts and if you are looking forward to business and management then go for commerce.

Jamia Millia Islamia conducts entrance exam for B.Com. On the basis of entrance marks, you can get admission. There is no interview or group discussion and the eligibility for giving entrance exam is you have to pass HSC with not less than 50% in your class 12th. They have a 10% reservation for Muslim OBC category. After the results come out and if you're selected, you'll need your class 10th and 12th mark sheets, transfer certificate and character certificate, entrance admission card and registration form, proof of permanent address and proof of reservation category (OBC, etc.).
