You have a good score. You need to secure around 98 percentile (general category) to get admission in CSE branch.

Your caste plays the major role in this. If you belong to OC, you are not going to get seat in top 10 colleges. Not even top 20 colleges unless you have a good JEE Mains score. There is B category in these top colleges where they take students based on JEE marks. But make sure you apply it early. If you belong to BC, you can get in top 15 colleges. If you belong to SC or ST, you can get in top 5 colleges. In India, reservation plays the major role.

For Diploma in CSE eligibility criteria is 50% in class 10th. You can choose Lovely professional University, Manipal University, Amity University, AMU etc. LPU offers great scholarships on basis of entrance tests, family background, sports etc.

Shri Bhagubhai Mafatlal polytechnic is one of the most well-known institute, and obviously many students prefer it over other colleges. Moreover, we must accept that in today's world, 70% marks are not much. For getting computers, one must be in 90 percentile. Your chances would have been better, if your percentage was above 80. However, do not loose hopes. Every year some new surprises do occur. Hence I would advise you to apply for this and wait & hope for the best.

I think CSE in Chitkara University is far better than metallurgical engineering from PEC. CSE has become one of the fastest growing and most popular programs worldwide. It depends upon a lot of factors like the university or college from you are pursuing the degree. The companies that visit the campus etc. On the whole both have good opportunity, but seeing the future trends and the improvement in the technological end, CSE degree candidates can have a better chance for salary rise and placements.
