All IITs are good but for getting the top IITs like Bombay, Madras, Kanpur, Guwahati, etc. Your rank should be below 1000 or 1500 for getting computer science engineering. It is one of the top courses offered and the IIT Bombay is considered to be the best for CSE.

You can start applying to universities without an IELTS score but whether you will get conditional offer or not will depend on the university. Many universities won't check your application till you submit your IELTS score and all other components but will allow you to submit the form, you can add IELTS score later. It is best you first check with the universities before submitting the application.

Yes, you can appear for GATE 2017 only if you have studied and acquired the entire course including the final year subjects too, because GATE is the exam which covers everything of the engineering. So, I would recommend you to understand the syllabus first and start preparing accordingly. Don't waste your attempt if you are not ready.

Of course, B.Tech in CS (Cloud Service) will immensely grow in future, and it has a wide scope, where BCA has got a complete area of all computer (software) and now it all depends and your choice.

The average package would be 3.6 to 4 lacs and it has a great scope.
