See CA and ACCA both have own recognition in different countries, so really can not compare both these.its up-to one's preference in which country he/she is looking for future. In India CA is better option because ACCA is not recognized by ICAI.and companies in india they don't need to hire ACCA so if you are planning to go UK in future or Europe then only go for ACCA.

M.Com admission in Tezpur University will be based on the performance in the CUET (PG)-2023 conducted by NTA for PG programmes. The test paper code PGQP37 will be applicable for M.Com entrance exam in CUET-PG. As per the PGQP37 syllabus, Statistical Methods and Business Mathematics are the important parts of syllabus. So you have to prepare both of these subjects at least of Undergraduate level for CUET-PG exam if not studied earlier.

Yes, you can change your university in the 2nd year, but here comes a condition that the college in which you want to go allows lateral admission or not and some colleges and universities have some prior benchmarks that you need to achieve before taking lateral admission. I would refer that, first check it with the university that they allow lateral admissions or not and what all are their benchmarks.

Indian CA has not yet accepted all IFRS so outside India Doing Indian CA is not enough to get a job you will need to learn extra there
Abroad CA is ACCA and CPA which is internationally accepted

You can certainly switch your college after the completion of the 1st year of B.Com within the university (the colleges must be affiliated to the same university) but you cannot do so between two different colleges affiliated to different universities. Also, it is totally upon the discretion of the colleges and university for a switch.

Yes, there is no age limit or no such provisions of gap year and all. You can go for Master's degree at any time.
