Yes, you should go for UPSC. And if you are interested in computer science, do B.Tech in CS branch after that. Also, you can prepare for UPSC. You will get 5% quota for the UPSC according to your B.Tech.

Sorry to say but your rank is too high for computer science and IT cut-off.
If your rank had been under 800, then there were chances of getting CSE and under 1200, you might get IT but at this rank it is very difficult to grab these two branches.

Both are same. Computer Science Engineering and Computer Engineering both are same. Engineering means BE and B.Tech.
It's not an important thing that you are average or good student.
The thing which matters most is do you really want to be there.
If your answer is yes, just go for it.
And to overcome this confusion, you should do a research about all the fields you want to be there.

With this cut-off, it is difficult to get CSE at PSG but you can try your luck at the counseling. The cut-off varies for each category such as OC, BC etc. So, if you could tell me your caste, then I could tell the chances. For SC or ST, the cut-off is generally lower like below 190 or so.

I will prefer you to attend the counselling, because some seats are always left vacant. You might be lucky that you will get the CS branch, otherwise the possibility is very low, because CS branch gets full very soon.
