The fee structures of diploma or polytechnic is 1 lakhs 20 thousands roughly in 3 years. There are 6 semesters in 3 years. There are also TFW scheme available where you have to provide your family income, in TFW Scheme your fees became close to 56 thousands in 3 years roughly.
These fees structures are valid for WBSCTE(West Bengal state council of technical education) which provides diploma or polytechnic course in West Bengal. But in other states diploma or polytechnic college I guess there fees structures also more or less same as compared to WBSCTE's structures.

These rankings are issued by the Ministry of Human Resources and Development. Congratulations on getting an awesome rank. The best college you will get for CSE is MS Ramaiah Institute of Technology, however, there are chances that you will not get it in the 1st round, so wait for the 2nd round. Also, you can go for PES-Bangalore, BMS College of Engineering & Technology, BIT-Bangalore, etc.
Hope this helps.
