Majority of syllabus of B.Com (P) and B.Com (Hons) is same. B.Com (P) gives an overview of various subjects whereas same course in (Honors) has more depth and content. In B.Com (P), you cannot specialise but in Honours degree student can specialise. B.Com (Hons) is now a de-facto a standard accepted degree for jobs. Cut off for B.Com (Hons) is higher in comparison to B.Com(Pass) degree.
Yes, there is no such restriction so you can do M.Com also along with your CA. However, M.Com does not have any advantage neither for any job in the corporate nor for any value addition on your CA exam. Mostly M.Com is done by those who want to make a career in teaching only.

It doesn't matter if a student is pursuing B.Com (Hons.) from distance learning in India atleast. The basic condition is it should be pursued from a university recognized by UGC. The job opportunities are equally and importantly available for such candidates as well. The students can compete for government job openings in the same manner as in some one from regular course. CAG generally want CA, SA, data and statistical scientist and actuarial scientist type candidates. So, make your career accordingly. You can't go there with just B.Com degree as you need to have some extra. However, you can go to their website to see any vacancy so that you can get at least a reference on 'what to do next?'.
