However, both the courses belong to the commerce field thus they have a few common subjects too. But you will not much benefited in practice as well as job. Usually, there are no campus placement for B.com students mostly all the students opt for masters still few of them try to find out a job after there graduation. Usually they will get a job in accounting and finance areas with an average payment of 15000-18000 per month.
So, The University Commerce College, Jaipur doesn't provide a good job to you by the placement.

The minimum required B.Com eligibility is the completion of 10+2 from a recognised board of education with English and Math as core subjects. Admission is granted to the course usually on the basis of merit list. Candidates seeking admission to the B.Com programme are required to fill out admission applications of the colleges they desire.

Sri Ram College of Commerce (SRCC), Hansraj College and Lady Shriram College for Women (LSR) are the three colleges under DU that offer vocational B.Com course. Apart from DU colleges, you can also consider these colleges:

Mostly in May, June and July, the admission for B.Com starts. The course will start by the end of August.

If you wish to pursue B.Com from a government owned university like Delhi University, University of Mumbai, etc. , you will have to wait for your 12th class result. The admission in these universities is based on merit and so the merit list is published after the declaration of 12th board's results. Also, you can only pursue the course if you had commerce in class 12th. In case of private universities like Amity University, Xavier's, etc., the admission will be based on the entrance test.

After B.Com, you can apply in IIM (Indian Institute Of Management) for MBA! Every year, IIM conduct entrance exam for MBA, IIM CET is an entrance exam conducted by IIM for MBA!

Scholarship abroad are generally on a merit base system, an university or college will award you a scholarship if you are academically very bright. There is generally no separate application process. My advice please check college websites for financial aids to international students.
