Yes, there is no tuition fee in German universities. German government offers free education. But, the cost of living is too expensive and you need to learn German in order to work there. I haven't seen people going for German universities to study computer science. If you are interested in Computer Science then try for US, Canada, Australia and New Zealand universities.

My close friend who got 82202 rank in 2022 Mains got a seat in iiit khanchepuram in the branch of CSE department. He is an oc candidate and applied in regardance of ews.
