Yes, anyone can opt for this branch but the imp things is that you are interested or not as talent matters a lot. Just think whether you love programming and coding. After that, go for a private or government college and work that hard that nobody could find a difference from students of top colleges and in you. Prepare accordingly.

Going for Diploma is the best option, as you get a great practical knowledge in your field. But, now a days, select college as per acknowledging that college teaches you something else in practical knowledge.
Mahommad sir don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering. If you are India, after studying Electronics and communication engineering most of the students gets job/work in IT companies. Only few percent gets chance in electronics companies. Until 2015, it was possible to take direct admission in most of the private engineering colleges in India without appearing for any entrance examination. However, 2016 onwards, Ministry of Human Resource and Development (MHRD) has made it mandatory to have a valid score in the respective entrance examination for every student, regardless of whether you take admission via counseling or direct admission.

On an average, For an MBC Candidate, the CutOff should be greater than 197 to get B. tech IT in CEG and above 195 to get B.Tech IT in MIT.
But the Course, Exam, Placements everything are exactly the same in both the Colleges. So try to get CutOff above 195 and get a seat in Anna University.

It is better to know what the subjects you are interested in are. If you are good with static electricity in your +2 and really interested in then you will find electrical interesting else you will find it really hard. If you want to go to computer Science I feel passion to learn new things is enough. Both are great fields it is better to know what your interests and where you will fit better and get in. But, remember this will be the most important step of your life as you should totally bound to your selection.

You have decent scores but to get admission for CSE at Madras Institute of technology, you need to have more scores like around 95 percent in your board exams due to heavy competition. And I don't think MIT accepts JEE main scores. The admission is based on a counseling process where students will be called based on their marks. You may try your luck at the admission time.
